Position Overview
Reporting into the office of the Chief Medical Officer, the Tele-Health Program Manager is responsible for the growth and evolution of the tele-health service at Kallo Inc. In this role, the Tele-Health Program Manager collaborates with clinical and technology business units with a focus on planning, developing, designing, testing, implementation and ongoing evaluation and enhancement of Kallo’s telehealth offering.
Kallo’s tele-health program has three major goals:
- to bridge the gap between primary care/public health services and specialist/sub-specialist services in developing countries as well as rural and remote areas of the Americas and other parts of the globe
- to support professional/collegial outreach, learning and knowledge-sharing between and amongst clinicians and clinician groups e.g. midwives; nurse practitioners; primary care physicians
- toprovide the means/technologies to support distance and online education for care providers and patients.
Initial program scope is limited to selected tele-medicine services, with priorities based on needs analysis in client countries. Pediatric and adult internal medicine and general surgery, supported by distance radiology and pharmacy should meet the most urgent needs; these assumptions will be validated in client countries.
Kalloclinics will connect to a tele-health network services core and a data center “hub” located at Kallo Regional Response Centers (RRC) in client countries and at a Global Response Center (GRC) in Canada. These Centers will house both an Administrative Command Center which will screen incoming calls of any type, both clinical and non-clinical and a Clinical Command Center which will handle clinical issues and provide tele-health services. Ideally, the in-country RRC will be located at a university health center. Depending on the size of the country and the population to be served, more than one such hub may be required to support the tele-health program.
Kallo's model may serve as the foundation for a national tele-health program in developing countries or it may connect to an existing national tele-health program, or become part of a unified national model.
Accountabilities
Working under the direction of the CMO and working with other Kallo business units as necessary e.g. Professional Services; IT; Clinical Informatics; Engineering; Kallo University; the Tele-Health Program Manager will be responsible for:
- Design, development, implementation, growth, evaluation and evolution of Kallo’s global tele-health program, including prioritization of key clinical focus areas, detailed operating and project budgets and detailed staffing plans
- Creation of functional, sustainable and measureable telehealth program plans.
- Ensuring that tele-health technologies are consistent with the clinical and operational needs of client countries and aligned with Kallo’s overall clinical product and service offerings.
- Ensuring the tele-health program is compliant with relevant regulations, standards and protocols for tele-medicine encounters and other tele-health services
- Establishing performance and utilization metrics for the tele-health program; providing leadership in the development of best practices and performance improvement
- Monitoring and review of outcomes of tele-health encounters as well as customer feedback; developing strategies for improvement and/or correction as needed
- Facilitating communication between clinical, administrative and information technology professionals in order to identify, understand and fully resolve issues as they arise
- Developing positive relationships with clients and contractors
- Working with the lead for Kallo University to identify and develop tele-education programming
- Working with technical and Kallo U teams, providing training in the use of the equipment and validating competencies
- Maintaining and communicating current, accurate knowledge about legal, regulatory, best practice and reimbursement issues
- Travelling to prospective clients as necessary for staff support, assessment, implementation, training, and utilization activities
- Demonstrating the use of tele-health technologies
- Identifying and creating strategic partnerships with tele-health service organizations to support the expansion and sustainability of Kallo’s tele-health services
- Identifying, analysing and recommending tele-health opportunities for Kallo
- Alerting management on potential issues affecting new business relationships and offering recommendations for resolution.
- Assisting current and prospective clients to identify and pursue funding opportunities to facilitate implementation of tele-health services.
Key Deliverables during First 12 to 24 Months
- Develop a tele-health framework based on Kallo’s Integrated Delivery System (KIDS) Framework document and using Kallo’s clinical program template
- As part of Kallo’s Clinical Transformation Team, conduct needs analyses and gap analyses in client countries with respect to the client’s tele-health program needs
- Evaluate Kallo’s clinical information systems to determine enhancements and/or modifications needed to increase user acceptance and achieve the goals of the tele-health program
- Identify and define Kallo’s Clinical Command Center tele-health requirements (triage process, scheduling, staffing, consults, referrals, patient transfers, etc.)
- Working with Kallo’s Professional Services and IT leads, determine and drive out tele-health integration requirements and related technical requirements pertaining to Administrative and Clinical Command Centers tele-health interactions and dependencies
- Identify and develop high priority tele-medicine programs and supporting tele-health clinical programs for client countries e.g. tele-pharmacy
- Pursue global partnerships with academic health science centers and other external organizations who will work with Kallo to provide tele-health services e.g. tele-pediatrics; tele-radiology; tele-pharmacy.
- Develop initial policies and procedures to support and enable the tele-health program; maintain and evolve P & P to ensure currency.
- Develop, adapt or adopt billing models to reimburse external service providers (partners) who perform tele-health services for Kallo in client countries.
- Operationalize high priority tele-health programs to serve client countries; this includes centralized telehealth resources, staff training, scheduling and technical support.
- Establish baseline performance and utilization metrics.
- Work with vendor partners and Kallo’s technology team to oversee the installation, troubleshooting and maintenance of tele-health software, equipment and network interfaces at Kallo’s Global Response Center (Canada) and at Regional Response Centers in client countries.
- Collaborate closely with tele-health clinical providers to facilitate clinical process and work flow optimization, quality assurance and protocol compliance.
- Conduct site visits and user group meetings (remotely or face-to-face) to ensure the program is running efficiently and effectively; solicit client feedback and respond in the best interests of the client country’s patients, providers and/or HealthMinistry as applicable.
Qualifications and Requirements
- Graduate of an accredited school of nursing preferred; current Registration with the provincial or state College of Nursing or similar health professional body; equivalent education/training, experience may be considered
- Bachelor’s Degree in Nursing or other healthcare related discipline required; equivalent Bachelor’s Degree may be considered; Master’s Degree in Health Care Administration, Business, Informatics, or Nursing preferred.
- 3-5 years’ experience planning, implementing and supporting comprehensive telehealth programs
- 3-5years’ experience in planning and implementing technology-enabled clinical programs requiring in-depth understanding of clinical workflow issues
- 3-5 years’ experience working in a clinical environment providing or supporting direct patient care.
- A minimum of 3 years’ experience in a project or a business leadership/management role.
- Experience or passion for working in hospitals and/or other healthcare facilities in developing countries an asset
- Experience in development of education and training programs an asset
- Excellent verbal and written communication skills; highly organized
- Excellent interpersonal skills; ability to engage with customers, external partners and Kallo internal teams in a positive and professional manner
- Ability to apply critical thinking and innovate for purposes of creative problem-solving
- Ability to work alone/independently, or as part of multi-disciplinary teams of clinicians and/or technical experts
- Experience with diverse end-user devices (laptops, tablets, smartphones, etc.)
- Experience with a variety of software proficiencies, including EHR record interfaces
- Skilled in the use of common office-based computer programs e.g. Word; Excel; Power Point
- Ability to sit for extended periods of time
- Ability to travel to customer locations for several days up to several weeks
- High level of tolerance for exposure to hazards: noise, crowds of people, adverse weather conditions, other adverse environmental conditions e.g. flooding and related risk of bodily injury.
